From the Craven Arms head along the road, across the field then down the track toward the river. Follow the river to Howgill then ascend up the forest road cutting the corner through the trees and turn left off the track onto a rough path to the fell. From there it’s a direct route up to Simons Seat, touch the trig and then return.
